I did Amazon since you can easily put in the exact amount from the payment. You can do the same for Target. I’ve also used these types of refunds to make a partial payment on some of my utility bills.
I agree with you, it should be regulated. But if you’d clicked through they give you an image of a credit card that doesn’t need the app. I used it to buy a gift card from a store I regularly use that way it doesn’t expire or accumulate BS fees.
I’m guessing he kept it all intentionally. He had the manifesto on him, probably expecting “accidental” suicide by cop in hopes that his message would continue and not be painted over by the media.
