It’s more like cultural issue of not adapting to certain cultures. Go to south america for eg. and you’ll notice there is so much more noise than in western countries. Train in japan is more silent than in the west. I think the west should adapt the japanese culture of respect and “ban” loud music in public transport. Everyone who does it should be shamed. Also the ear plugs can cause ear infections to some so it’s not ideal.
