All of FM 455 eastbound to Pilot Point has room for bike paths as laid out by Design Sheet V2 or V16 in the CROW manual. The pair of bridges adds some complexity, but even that can be solved with lighter versions of the existing bridges tacked on to the sides.

I think we might be confusing bike types. The one I have checks out under the Class 3 e-bike specs. 28 mph max, 750W sustained motor, and no license or plates needed.

Anything above that is absolutely a motorcycle though, and will need license and registration.
