My Proposal:

1. The government creates a website that generates random rotating OTP verification codes that is viewable to anyone logged in to the website with their governemnt ID account. This would expire within X time, and a new one shows up.

2. So you type in this code in the adult site

3. Then site send that [code + timestamp of when they received] it to the government website

4. The government side checks the code against the time stamp, then sends back a ✅️ if meets the minimum age limit, other wise sends back a ❌️

5. The site get back the ✅️ or ❌️ and lets person access the site or denies them access accordingly.

Everyone has the same code, but the code rotates and expires quickly. So kids would need an adult to get them access to adult content. Not impossible, but much harder. Its sort of like smoking or alcohol. Kids are always gonna try to find a way around it if they are determined.
